I explain why, amid interference and disinformation — both from State agencies and from non-state actors — in elections, Twitter has taken the step even as Facebook has rejected both a ban and fact-checking. And we discuss why the measure may be limited because of manipulation and falsehood in propaganda beyond paid ads.
