We take care of the easy part of the question: what place is there in the 21st century for a legislative body composed of some members from institutions like the Church of England, some members named by the Government, and some members who happened to be born in a particular family?

Then the tough part. What type of legislature should succeed the abolished Lords, amid a UK beset with an unwritten “Constitution”, an antiquated electoral system, and the specter of Brexit?
