Russian Foreign Minister Sergey Lavrov (pictured) framed the latest pressure with complaints that the US is to blame for the failure of 6.6 million refugees — more than 25% of Syria’s pre-war population — to come back.
Speaking after talks with Lebanese counterpart Gibran Bassil, Lavrov accused Western countries of blocking UN aid.
In fact, the UN has said for years that difficulties lay with the Assad regime’s refusal to allow assistance to reach many parts of Syria, especially those under opposition control.
While pro-Assad offensives have reoccupied East Ghouta near Damascus and much of southern Syria this spring and summer, leading to Lavrov’s emphasis on reconstruction funds, the UN has said that it is still not safe for a mass return of refugees. Opposition groups, activists, and residents have spoken of people being detained and forcibly conscripted after the recapture of territory by pro-Assad offensives.
Lavrov also lashed out at the UN on Monday, saying its political affairs department sent out last year “a secret directive forbidding organizations belonging to the system from any project aimed at restoring the Syrian economy”. He specifically accused the UN cultural agency UNESCO of delaying the reconstruction of archaeological sites in the Roman-era city of Palmyra.
And he snapped at the UN refugee agency’s caution that it is too soon to talk about repatriation of refugees, saying the UNHCR should not be a “subsidiary of a group of Western countries”.
The Foreign Minister added that he protested in a phone conversation with UN Secretary-General Antonio Guterres:
It’s inadmissible when a group of countries manipulates secretariats of international organisations, which are supposed to be unbiased and independent.
The UN was created on the basis of…equality of all countries. I strongly urge our Western partners to return to that principle and not try to covertly exploit international organisations.
On Saturday, Russian President Vladimir Putin played the refugee card with German Chancellor Angela Merkel in a meeting outside Berlin: “It’s important to help those areas that the refugees can return to. I think it’s in everyone’s interests, including Europe’s.”
Economic Challenges for Assad Regime
Russia and Iran have been the essential backers of the Assad regime throughout the conflict, but they are unable to provide the money needed for widespread reconstruction, especially with both countries facing their own economic difficulties.
Syria’s GDP has fallen about 75% during the conflict. The UN has estimated the damage at more than $388 billion.
Western countries have said that they are not willing to commit to major reconstruction efforts for areas under Assad regime control unless there is a plan for political transition.
Lebanese Foreign Minister Gebran Bassil, whose country has about 1 million registered Syrian refugees, said:
Lebanon supports the quick and safe return of Syrian refugees without any link to a political solution. The circumstances in Syria have changed and many areas are safe, and for that reason, there is no reason for the refugees to stay.

Assad is eliminating his old torture team in order to remove evidence against himself but the torture will continue with new exponents of the art!
US taxpayers are supposed to pay money for Russian and Assad war crimes? Even by Russian standards that’s insanely stupid. Guess they should’ve thought twice before they razed Aleppo and many other areas to the ground. Russia broke it. Now they own it. Pretty sure we won’t be seeing Putin’s crony oligarchs racing to donate their ill-gotten billions for their new Syrian colony.
KSA should compensate because of the thousands of allah hu akbar ATGMs they gave to Islamists there
I’m sure they’ll get right on that about as soon as Israel pays the Palestinians the billions in damage they’ve caused through murderous attacks and a savage blockade.
US taxpayers are supposed to pay money for Russian and Assad war crimes?
Of course not, just their own.
Unlike Raqqa, Aleppo is still a fully functioning city and being rebuilt by Syrians. Syrians who fled the conflict are flocking back to their homes
The US has broken Syria, Libya, Afghanistan, Yemen, Iraq and Afghanistan. Russia broke it. They don’t own any of them. All they did is lost in every case.
What a joke!
Oh dont worry biggest joke in here is still you….especially when you let go these ranti US rants. Continue with your dreams……whilst your russian pals seem to have hit the reality wall in Syria…..priceless.
I can’t read the text in your new layout. The type is much too small and it is grey instead of black.
You should have some consideration for people whose eyesight is not perfect. As it is, you are losing a long time reader.
Don,
We recognize the problem. Font and color are being changed, hopefully today.
S.
That’s much better.
Thanks.
Don,
Keep the suggestions coming.

This is nonsense. The bulk of refugees would not return even if Syria could be totally rebuilt overnight. They will not return because they could be imprisoned and tortured to death. They do not want to risk living under Assad at any price! It is far better that Syria remains broken and that Assad becomes unpopular with his even remaining supporters because they have to live in a pile of rubble. The message to lying Lavrov should be “You broke it, you mend it”.
It may be possible to get some Syrians to return to the remaining free areas if they are provided protection from Assad’s assaults. That would mean providing air support but the history of this war shows there is very little chance of this happening.
Nonesense. Syria was broken by the US/Saudi/EU alliance the same way Lybia, Iraq, Yemen and Afghanistan have been. The bulk of refugees have said they want to return. The suggestion that they all live in fear of being tortured by Assad is just Washington propoaganda, The majority of Syrians in in Syria already live in Assad controlled areas under his protection.
Sorry, but no one is buying your interventionist, regime change narrative anymore
Hahahaha deangelis. Always a great laugh you are.
Just more of the usual bullshit which has been repeatedly debunked by Scott himself. Keep trying though. Speaking of spinning a tired narrative nobody except those susceptible to the most blatant propaganda due to their f***ed up ideology has ever bought. Interventionist? That’s cute coming from a Russian fanboy.
Scott himself? ohhh my… Scott is an admirer of the white Islamists and a staunch Russophobe, so Scott debunked…
Says the Hezbollah-Iranian fanboy from Israel. Hilarious.
Take a hike Amir.
Just more of the usual bullshit which has been repeatedly debunked by Scott himself.
What has been debunked by Scott himself? There is no refuting the fact the US has laid waste to Afghanistan, Iraq, Libya, Yemen and Syria – while still managing to lose in every case.
The US and it’s allies has been bombing Syria for 3 years before the Russians entered the fray. The US even ran out of bombs one year and completely decimated Raqqa and are occupying the North-West.
Without going into what has been debunked, let’s just be clear that US and allies were *not* bombing Syria three years before Russian military intervention — and although scale of civilian death, especially in Raqqa, should be acknowledged, it is nowhere near the level of destruction and casualties caused by Russian and Assad regime attacks.
Your bullshit conspiracy theory about the US somehow forcing Assad to start murdering peaceful protestors and creating a civil war has been debunked numerous times. Period. It’s a completely fake narrative conjured up by conspiracy theorists. anti-American “socialists”, and Russian fanboys(including ones from Israel). Pretty much all your fake ass narratives have thoroughly debunked.
Andre deangelis the only user in here who manages to debunk itself. lol. ” i have never participated on EA before 2015……..” gets debunked 2 secs after. Here from 2012. The most useless member in here by miles. At least he makes us all laugh a lot……
One of the anonymous comment up is mine.
Here from 2012.
When I last challenged you to provide evidence to support this, the best you could come up with was a comment from November 2013.
So where are all those comments from 2012, or even throughout 2013?
Your Russian overlords must really have a set of stones on them to expect the US to pay for their adventurism and their brutal campaign of carpet bombing of hospitals whilst also working furiously to cover their puppets war crimes. Incredible really. Incredibly moronic. I’m sorry that Russia is broke, but it’s not our problem. Actually I’m not sorry. It’s hilarious that their weak ass one dimensional economy can’t pay for their expansionism.
Your Russian overlords must really have a set of stones on them to expect the US to pay for their adventurism and their brutal campaign of carpet bombing of hospitals whilst also working furiously to cover their puppets war crimes.
No. They are just calling for the US to pay for their own adventurism and their brutal campaign of carpet bombing of hospitals and destroying cities like Raqqa.
It is indeed moronic seeing as the US can’t even afford to provide clean water to Michigan. Clearly, the costs of their expansionism precludes the US from providing the most basic amenities to their own population.
Usual pile of bullshit. As usual. Keep it up.
