The question is: does the US finally begin to negotiate?
First, the US will have to recognize that Tehran has a right to a nuclear program. Anything less, and the talks are a non-starter.
Second, the US will have to make a commitment that serious lifting of sanctions, not a token step, is on the table.
It is Washington that has the possibility of advancing these talks. But it is Washington that also can ensure the talks are only a formality and run into stalemate.
