UPDATE 0636 GMT:

At least 62 people have been injured by a Russian strike on a medical facility in Ukraine’s second city Kharkiv overnight.

Around 200 patients are being evacuated after the strike on an area connecting buildings at a medical facility in the city’s Nemyshlianskyi district. More than 1,000 windows were damaged across the medical facility and surrounding apartment buildings.

UPDATE 0556 GMT:

Western officials say UK and European troops, potentially stationed as peacekeepers in Ukraine after a ceasefire, will be allowed to fire back if attacked by Russia.

The stabilization force, led by the UK and France, will not rely on US systems or technology, such as Elon Musk’s Starlink.

An “official familiar with the plans” said, “Clearly we will protect our forces against any aggression,” although the troops will engage in a manner that was “defensive in nature”.

Later this month in Poland, the 11-country Exercise Koalicja will rehearse how European militaries can deploy rapidly to Ukraine if a ceasefire is established. The exercise will includ 2,800 soldiers, sailors, and aviators.

UPDATE 0542 GMT:

Donald Trump’s envoy, real estate developer Steve Witkoff, says Ukrainian and Russian delegations will meet in the UAE’s Abu Dhabi next week.

Witkoff posted that the discussions will cover “post-war security agreements, de-escalation, humanitarian measures, and ending ‌the war”.

A senior US official said another Trump envoy, his son-in-law Jared Kushner, will be at the talks.

Witkoff said US officials will meet this week in Brussels with representatives from the UK, France, Germany, the European Union, and NATO. The gathering will consider “security guarantees for Ukraine, Europe’s post-war security architecture, and economic opportunities to support Ukraine’s reconstruction”.

ORIGINAL ENTRY: At least 26 civilians were murdered by Russian bombing of an aid distribution center and neighboring shelter in southern Ukraine on Monday.

Among the slain are two rescuers and four police officers. Five people, including two rescuers, are being treated in hospital. Another 27 people were missing on Monday night.

Emergency responders used torches to search through the rubble of collapsed buildings. The efforts were hindered by Russian drone attacks.

Ukraine President Volodymyr Zelensky said the Russians bombed a school, used as the shelter and aid center, in the village of Komyshuvakha in the Zaporizhzhia region. The site is close to the frontline and southeast of Zaporizhzhia city.

The Russians struck first ‌just as people were arriving – a few aerial bombs. Then there was a second strike – more air bombs, this time on ‌the shelter. A vile terrorist strike.

Zelensky noted that the Russians must be aware that residents remaining in Komyshuvakha gather each week to pick up humanitarian packages from the site that was bombed.

Russians continue to demonstrate, time and again, their hatred of Ukraine and everything that exists here.

If Russia genuinely ‌wanted de-escalation, there was an opportunity following the situation in Oleshky [where a local ceasefire allowed the evacuation of residents] to continue taking humanitarian steps. We proposed this. But Russia continues to kill people.

In his nightly video address to the nation, the President warned of further strikes:
