The toll has risen to four civilians murdered, including a 3-year-old child, and eight injured from Russian strikes on and near Kyiv overnight.

Ukraine President Volodymyr Zelensky posted:

Europe, America, and Ukraine have long wanted to stop this Russian war. Only Putin doesn’t want to, and he’s desperately clinging to his ballistic missiles and drones to keep the war going. More pressure is needed. New sanctions that will prevent the production of these ballistic missiles. And we definitely need more protection for our people.

At least 12 civilians were murdered and 82 injured by Russian attacks across Ukraine over the past day.

Russia launched six Iskander-M ballistic missiles and S-400 surface-to-air missiles overnight, none of which were intercepted. Air defenses downed 135 of 151 drones.

Fatalities were reported from the Zaporizhzhia, Kharkiv, Donetsk, and Kherson regions.

UPDATE 1050 GMT:

Ukraine struck two oil refineries inside Russia overnight.

The Syzran refinery in the Samara region was again hit. The refinery in the town of Ilsky in Krasnodar Krai in southwest Russia was set ablaze.

The Ukrainian military announced drone strikes on 12 Russian shadow fleet vessels in the Black Sea and the Sea of Azov over the past week.

Since the start of Operation Molochka on July 6, Ukraine has struck 218 Russian shadow fleet vessels, including 134 in the Sea of Azov and 84 in the Black Sea.

UPDATE 0736 GMT:

The US Senate has passed a bill for 100% tariffs on the top five countries buying Russia’s oil and the top five aiding Moscow’s evasion of sanctions.

The measure, adopted by an 86-11 vote, was stalled for months but advanced after the death last month of Sen. Lindsey Graham, its leading proponent.

The bill goes to the House, where it is likely to face tougher opposition. The chamber is in recess until September.

UPDATE 0725 GMT:

As Russian strikes on Black Sea ports threaten to halve grain exports, Ukraine’s Agrarian Policy and Food Ministry has asked the European Commission for €220 million ($253 million) in grants to small and medium farmers.

Russia’s attacks on the ports in the Odesa region have cut the sea route that carries most of Ukraine’s agricultural exports.

The Ministry projects exports for the 2026/2027 season could fall from 64.4 million to around 29.6 million tonnes. Harvest grain is piling up in silos which are expected to be full by October. Without cash from sales, producers cannot finance the autumn sowing of next year’s crop.

Ukraine estimates its farm sector will take in roughly €6.4 billion this season against €11.2 billion in operating costs, and will need about €4 billion in working capital to maintain operations.

ORIGINAL ENTRY: At least three civilians have been murdered, including a child, and seven injured in Russia’s latest airstrikes on and near Ukraine’s capital Kyiv.

The fatalities were in Brovary, a suburb east of Kyiv. The victims were reportedly a grandmother, grandfather, and their 3-year-old grandson. The boy’s parents, his 15-year-old brother, and a neighbor who rushed to help were injured.

A residential building, cars, and outbuildings were damaged, and a fire was set in a non-residential building.

“Russia continues to terrorize the civilian population,” posted Kyiv Governor Tymur Tkachenko.

Earlier in the week, eight civilians were murdered on a train platform by a Russian strike.

The other injured are in Kyiv, where fires were set in two garages and a commercial building in the Holosiivskyi district. Another fire was extinguished “on the territory of an enterprise” in the Obolonskyi district.

Alerts were sounded just after midnight. Explosions were heard in Kyiv around 12:45 a.m., with a second set of blasts less than 15 minutes later. Around 3 a.m., as rescue crews were putting out fires in Brovary, ballistic missiles were fired on the capital.

Russia launched drones and guided aerial bombs on other areas of the country. Explosions were reported in Dnipro, the fourth-largest city in Ukraine.

Ukraine Foreign Minister Andrii Sybiha posted:

This terror cannot be normalized, it must be stopped through decisive collective action. We urge partners to take concrete steps to strengthen Ukraine’s sky shield and increase the cost of prolonging this war for Moscow.
