Iran’s Supreme Leader has ordered preparations for a renewed nuclear program which would effectively scrap the July 2015 deal with the 5+1 Powers (US, UK, France, China, Russia, and Germany).

The Trump Administration withdrew from the agreement on May 9, declaring the expansion of sanctions with the demand that all foreign companies with American interests cut business with the Isalmic Republic by November.

The Rouhani Government has tried to save the accord with negotiations for European countries to maintain not only political support but defiance of Washington through increased trade and investment. Ayatollah Khamenei has been sceptical of the effort, demanding that the Europeans offer “guarantees” for talks to proceed.

On Monday, the Supreme Leader commanded the Atomic Energy Organization of Iran to prepare immediately for renewed enrichment of 20% uranium, with a large expansion through the introduction of advanced centrifuges. He set a goal of 190,000 separative work units — the output of enriched uranium that a single centrifuge can produce.

Before the 2015 deal, Iran had about 10,000 operating IR-1 centrifuges, or about 10,000 separative work units. Under the deal, Iran suspended enrichment of 20% uranium — which can be further processed to 95% military-grade — gave up its stock, and all but suspended development of IR-6 and IR-8 centrifuges.

Speaking on the 29th anniversary of the death of Ayatollah Khomeini, the founder of the Islamic Republic, Khamenei took aim at Europe:

“It seems from what they say that some European governments expect the Iranian nation to both put up with sanctions and give up its nuclear activities and continue to observe limitations. I tell those governments that this bad dream will never come true.

Khamenei did not go as far as a threatened withdrawal from the deal, saying the preparations “for the time being [are] within the framework of the Joint Comprehensive Plan of Action”. But he continued to assail other countries, saying that Iran has “absolutely no trust” in them:

Today the enemy’s plan is to exert economic, psychological pressures and unrest to dominate over our beloved nation of Iran, just as they dominate some disgraceful countries in our region….We are well aware of the enemy’s plot and disclose it to people.

He said that, if Iran’s foes launched one missile, they will receive “tenfold” in return.
