UPDATE 1707 GMT:

Saturday’s international summit on Ukraine in Germany has been postponed.

The gathering at the US base in Ramstein, Germany was put back after US officials, including President Joe Biden, said they could not attend because of preparations for the landfall of the powerful Hurricane Milton in Florida.

Ukraine President Volodymyr Zelenskiy, who was going to present a Victory Plan, will now organize a tour of European capitals.

Zelenskiy will meet German Chancellor Olaf Scholz in Berlin on Friday and then may see other national leaders.

German officials said the summit will be held soon, but it is unclear if it would be before the US Presidential election on November 5.

Zelenskiy said at the Ukraine-Southeast Europe summit in Croatia on Wednesday:

In October, November, and December we have a real chance to move things toward peace and lasting stability. The situation on the battlefield creates an opportunity to make this choice — the choice for decisive action to end the war no later than in 2025.

He said Ukraine is counting on the leadership of Biden, as well as “strong and wise steps” from the UK, France, Germany, and Italy, “to bring security and peace to Europe”.


UPDATE 1123 GMT:

Ukraine air defenses downed 21 of 22 attack drones fired by Russian overnight.

,p>The UAVs were downed over the Odesa, Vinnytsia, and Kyiv regions. In Odesa, five people were injured, three of them requiring hospitalization, as a nine-story building and a medical facility were damaged.

Russia also launched three ballistic missiles at the Poltava region in south-central Ukraine, damaging an industrial facility.


UPDATE 1057 GMT:

Ukraine’s military says it has set afire another Russian weapons depot storing North Korean ammunition.

The General Staff said of the attack near the city of Karachev in the Bryansk region in western Russia:

Missiles and artillery weapons, including those that came from North Korea, as well as guided aerial bombs, were stored on the territory of the warehouse. A significant number were located under the open sky.

Videos showed multiple, quick-fire explosions from the area of a large fire.

Russia’s Defense Ministry claimed that 47 Ukrainian drones were shot down overnight, including 24 in Bryansk. As usual, it did not report any damage or casualties.

In addition to the strikes on North Korean munitions, Ukraine reportedly killed six North Korean personnel and injured in an attack on a Russian military facility in the Donetsk region last Thursday.

ORIGINAL ENTRY: Facing a Russian offensive in eastern Ukraine but pursuing an incursion taking part of the Kursk region in western Russia, Ukrainian President Volodymyr Zelenskyy has called on allies to quicken deliveries of missiles.

In his nightly address to the nation, Zelenskiy spoke of a meeting with commanders about the development of domestic weapons supplies; drones and electronic warfare; and the deployment of missiles on the battlefield.

In all of Ukraine’s missile achievements, there must be more combat accomplishments both at the front and on Russian territory.

Results are needed faster. And all relevant tasks are now being carried out.

After months of refusal, the Biden Administration is continuing its ban on Ukraine’s use of Western-supplied long-range missiles inside Russian territory.

Zelenskiy said of the Ukrainian incursion into western Russia, which began on August 6, “Fighting is now going on in Kursk region for a third month and we are maintaining the necessary pressure on Russia in this sector.”

Ukrainian forces have captured around 100 settlements and 1,300 square km (500 square miles) in Kursk, repelling Russian attempts to reclaim territory.

US Military Compiles List of Weapons for Ukraine

The US military’s top commander in Europe has compiled a list of American weapons systems that could help Ukraine in its fight against Russia’s invasion, but which have not been provided by the Biden Administration.

The list from Gen. Chris Cavoli includes air-to-surface missiles and a secure communications network used by NATO. It is set out in an annex to a classified report about the Administration’s Ukraine strategy delivered to Congress in early September.

Ukraine has repeatedly asked for the Joint Air-to-Surface Standoff Missile, an air-launched cruise missile, and the Link 16 communications system used by the US and NATO.

The Link 16 is a data-sharing network enable more effective communication between battle systems. It is particularly useful for air and missile defense command and control.

Cavoli does not say why the US has not provided the systems. However, US officials have previously expressed concerns about sensitive technology falling into Russian hands. One official added that the air-to-surface missiles, fired from fighter jets, might not be useful unless Ukraine has some level of air superiority.

Biden Cancels Attendance at Summit in Germany

US President Joe Biden has cancelled his four-day trip to Germany, including attendance at a summit discussing Zelenskiy’s Victory Plan.

The White House said on Tuesday evening that Biden is staying home “to oversee preparations for and the response” to Hurricane Milton, expected to make landfall in Florida on Wednesday.

The Ukraine summit is at the US airbase at Ramstein, which hosts regular meetings of defense ministers to discuss military aid.

Around 20 national leaders are expected, including the UK’s Keir Starmer and France’s Emmanuel Macron, alongside German Chancellor Olaf Scholz.
