UPDATE 2103 GMT:

For the first time, Donald Trump has authorized new allocations of weapons to Ukraine.

Until now, the Trump Administration has only delivered packages previously authorized by its predecessor under President Joe Biden. Those deliveries were renewed this week after a brief suspension by Defense Secretary Pete Hegseth.

Trump is using the Presidential Drawdown Authority for the new supplies.

One source suggested the value could be around $300 million.


UPDATE 2044 GMT:

Speaking to reporters in Rome, Ukraine President Volodymyr Zelensky said Ukraine has obtained “all necessary political signals for military aid resumption” after the brief cutoff of US supplies by Defense Secretary Pete Hegseth.

Citing his conversation with Donald Trump last Friday, Zelensky said Ukraine received “a timetable and details of weapons supplies”.

He said “a positive dialogue” with Trump on US-made Patriots opened the possibilities of obtaining the air defense system, with Germany paying for two and Norway paying for one. Other European partners can join when there is more clarity on costs and details of what’s needed.

The President added that he is counting on the US leadership to implement “tough” measures such as sanctions to disrupt Russia’s ability to continue attacks.


UPDATE 1548 GMT:

UK Prime Minister Keir Starmer says he and French President Emmanuel Macron have “co-chaired a meeting of the coalition of the willing, including representatives from the United States for the first time”, in support of Ukraine.

We announced plans for a new multinational force for Ukraine headquartered in Paris, so that we are ready to support a peace deal when it comes.

While Putin turns his back on peace, we are rallying more support for Ukraine right now to defend their people and force Putin to the table.

Macron spoke of UK-French cooperation on a new generation of missiles, AI, space and cyberspace, and disinformation.

“In a period where our countries are facing hybrid threats, this is a wide ranging toolbox to confront the challenges we are faced with,” he said.

The toll from Russia’s early-morning attacks on Kyiv has been raised to two civilians killed and 25 injured.


UPDATE 1456 GMT:

US Secretary of State Marco Rubio says he expressed “disappointment and frustration” to Russian Foreign Minister Sergey Lavrov over the lack of progress on ending Moscow’s invasion of Ukraine.

Rubio referred to “a frank, important conversation” on the sidelines of the ASEAN summit in Malaysia. The Kremlin echoed that it was a “substantive and frank exchange of views”.

The Secretary of State said Lavrov put forth an initiative, “It’s not a new approach. It’s a new idea or a new concept that I’ll take back to the president to discuss.”

It was not an proposal that “automatically leads to peace, but it could potentially open the door to a path”, he added.


UPDATE 1446 GMT:

German Chancellor Friedrich Merz says he spoke with Donald Trump about getting more Patriot air defense missiles for Ukraine; however, there has been no final decision.

Merz has proposed that Germany purchase the Patriots and transfer them to Kyiv.

The Americans need some of them themselves, but they also have a lot of them….It has not yet been finalized whether a delivery will be made.


UPDATE 1040 GMT:

Addressing the Ukraine Recovery Conference, German Chancellor Friedrich Merz has supported the calls for international partnership, highlighting Berlin’s support to the Ukraine Energy Support Fund and noting that the Ukrainian Business Development Fund is modelled on Germany’s program after World War II.

He hailed plans to take “the defense industrial cooperation between our countries to a higher level”, then backed European Commission President Ursula von der Leyen’s pledge, “To be very clear on this, we fully support Ukraine on its path to EU membership.”

Addressing Donald Trump, he said, “We are on the same page, and we are looking for a stable political order in this world….Stay with us, on this side and on this page of our common history.”

Polish Prime Minister Donald Tusk told the audience:

Ukraine’s victory is a matter of security for the whole of Europe. And victory means territorial integrity, sovereignty, and to put it simply, a just and lasting peace.

We all now understand that this is not a war just about Ukraine, but a war about Europe … or perhaps even about the world.

Fault lines are appearing across the whole globe. This is a war between civilization and barbarism.


UPDATE 1010 GMT:

Ukrainian President Volodymyr Zelensky has told the Ukraine Recovery Conference in Rome:

Russia has also prepared for this meeting. Just last night, they launched another massive attack on Ukraine, manly targeting our capital Kyiv.

Ukrainians now face attacks by hundreds, hundreds of these drones, every single night.

And this is pure terrorism.

He made clear, “This is exactly what Putin wants, for our people to suffer, to flee Ukraine, and for homes, schools, for life itself to be destroyed everywhere, not just near the frontlines.”

Emphasizing that “everyone sees that Putin has rejected every peace proposal and is escalating the violence”, he urged, “Increase your investments when Russia increases its attacks.”

Those investments include air defenses and the return of forcibly deported Ukrainian children “so they don’t forget who they are”.

Echoing the call of Donald Trump’s envoy Keith Kellogg for a “Marshall Plan-style” effort at reconstruction, he cast it — possibly with a view to Trump — as a win for all involved:

Rebuilding Ukraine is not just about our country. It’s also about your countries, your companies, technology, your jobs, the way we rebuild our country can also modernise your infrastructure and industries.

Zelensky said “around 200 agreements are ready to be signed” with a total value of more than €10 billion ($11.73 billion) at the conference, singling out energy as a priority. He urged partners to use the profits from frozen Russian assets “much more actively than they are now to help save lives”.

Opening the conference, host Prime Minister Giorgia Meloni of Italy called out Russia for attacks on civilians and civilian infrastructure and continued:

We want to look beyond the unbearable justice that for more than three years has been inflicted on the Ukrainian people. And we now have to imagine Ukraine that is rebuilt, free and prosperous.

European Commission President Ursula von der Leyen pledged to Ukrainians that Europe “will be on your side for as long as it takes”. She spoke of European Union plans to rearm and invest in defense production. Noting the European Union has provided almost €165 billion ($193.6 billion) of support, she announced further grants with billions in euros.

She hailed a “flagship” fund for the reconstruction of Ukraine, focusing on energy, transport, critical and raw materials, and dual use industries.

“We are literally taking a stake in Ukraine’s future,” she proclaimed.

Von der Leyen then said the European Commission is “ready to proceed with the next step on the accession path” for Ukraine’s membership of the European Union:

Now we have to act, to move forward for millions of Ukrainians, soldiers, teachers, doctors, farmers, you name it.

For Ukrainians from all walks of life, and for them, the future has two flags: the flag of Ukraine and the flag of Europe.


UPDATE 0853 GMT:

“Two people close to the Kremlin” say Vladimir Putin is convinced that Russia’s battlefield superiority is increasing and Ukraine’s defenses may collapse in the coming months.

The sources said that, for Putin, it is out of the question to halt his invasion without extensive concessions by Ukraine.

“He will not sacrifice his goals in Ukraine for the sake of improving relations with Trump,” says Tatiana Stanovaya, a senior fellow at the Carnegie Russia Eurasia Center.


UPDATE 0658 GMT:

At least 12 civilians were killed and at least 52 injured by Russian attacks across Ukraine over the past 24 hours.

Russian launched 397 drones and 18 missiles overnight. Ukraine President Volodymyr Zelensky responded:

This is a clear escalation of terror by Russia — hundreds of “shaheds” every night, constant strikes, and massive attacks on Ukrainian cities. This demands that we speed things up. Sanctions must be imposed faster, and pressure on Russia must be strong enough that they truly feel the consequences of their terror. There’s a need for quicker action from our partners in investing in weapons production and advancing technology.

A 68-year-old woman and a 22-year-old police officer were killed and 16 people wounded in Kyiv (see Original Entry).

In the Donetsk region in eastern Ukraine, nine civilians were killed and 10 injured. Five were slain in the town of Rodynske and four in Kostiantynivka (see 0648 GMT).

In the Kherson region in the south, one person was killed and 14 injured. Two high-rise buildings and six houses were damaged.

Casualties were also reported in the Mykolaiv, Sumy, and Zaporizhzhia regions.


UPDATE 0648 GMT:

Three civilians have been murdered and one injured by Russian airstrikes and drone attacks on the front-line city of Kostiantynivka in the Donetsk region in eastern Ukraine.

The bodies of two victims were retrieved from a “destroyed” administrative building. One person was slain by a first-person-view drone.

Infrastructure facilities and 21 homes were damaged.


UPDATE 0630 GMT:

Highlighting the confusion and uncertainty over his policy on Ukraine, Donald Trump has said that he did know about Defense Secretary Pete Hegseth’s cutoff of military aid to Kyiv.

US officials had tried to distance Trump from the suspension, saying Hegseth did not consult the White House.

But Trump gave a scrambled and at times contradictory answer to reporters on Wednesday.

He initially said, “Well I haven’t thought about it, because we’re looking at Ukraine right now, and munitions, but I have not gone into it.”

However, he shifted when asked, “What does it say that such a big decision could be made inside your government without you knowing?”

I would know.

If a decision was made, I will know. I will be the first to know. In fact, most likely I’d give the order. But I haven’t done that yet.


UPDATE 0612 GMT:

Republican leaders in the US Congress say they are ready to advance a bill imposing harsher sanctions on Russia and buyers of Russian fossil fuels.

The legislation was introduced on April 1 by Republican Senator Lindsey Graham and Democratic Senator Richard Blumenthal. Provisions include a 500% tariff on imports from countries that continue purchasing Russian oil and raw materials.

More than 80 of 100 US senators have endorsed the message.

“Vladimir Putin has shown an unwillingness to be reasonable and to talk seriously about brokering a peace, and I think we have to send him a message — that’s my view,” House Speaker Johnson told reporters on Wednesday.

Senator Majority Leader Thune said lawmakers had made “substantial progress” on the bill in talks with the White House. He expects the bill to come up for a vote before senators go on an extended recess in August.

However, a “senior Administration official” indicated that Trump would veto the legislation without changes.

The current version would subject the president’s foreign policy decisions to micromanagement by Congress through a joint resolution of disapproval process….That’s a nonstarter for us.

The administration is not going to be micromanaged by the Congress on the president’s foreign policy. The bill needs a waiver authority that is complete.


UPDATE 0608 GMT:

Ukraine has arrested a Chinese father and son on suspicions of spying on Kyiv’s Neptune cruise missile program.

Counterintelligence officials detained a 24-year-old former student in the capital after they provided him with “technical documentation” related to Neptune production. They later held his father when he visited Ukraine from China to “personally coordinate” his son’s work and smuggle out the documents to the Chinese special services.


ORIGINAL ENTRY: Russia’s latest missile and drone barrage on Ukraine’s capital Kyiv has killed at least two civilians and wounded 16.

Loud explosions began around 1:15 a.m. and continued throughout the early morning, a day after Moscow’s record launch of 728 drones and 13 missiles across Ukraine. Residents sheltered in metro stations, sleeping on mats and calming pets.

Ten of the wounded have been hospitalized.

Fires were set in buildings in districts of Solomyansky and Shevchenkivsky districts and in garages and a gas station in the Darnytsky district. A primary healthcare center “was almost completely destroyed” in the Podilskyi district.

Russia’s assault has unsettled Donald Trump, who vented on Tuesday, “We get a lot of bullshit thrown at us by Putin, if you want to know the truth. He’s very nice all the time, but it turns out to be meaningless.”

The Russian leader’s refusal of a ceasefire and the escalating strikes have prompted Trump to lift a suspension of deliveries of American deliveries, ordered last week by Defense Secretary Pete Hegseth. American officials said the supply of 155mm artillery shells and GMLRS mobile rocket artillery missiles had resumed.
